Statement of solidarity with community in mourning

27 April 2025

The International Coalition for Human Rights in the Philippines (ICHRP Canada), a global network of individuals and organizations committed to justice, equality, and human dignity in the Philippines, extends our deepest sympathies and condolences to the families of the victims of the recent tragic incident in Vancouver, BC. We stand in solidarity with the Filipino community, grieving alongside you and offering our support during this heartbreaking time.

The devastating events that took place during the Lapu-Lapu festival have struck a deep blow not only to the Filipino community but to all people who value peace, justice, and safety. For many Filipinos who have migrated to Canada and/or are working and studying here, this tragedy is particularly painful. They left the Philippines in search of a better future for themselves and their families. Celebrations and festivities are a vital part of Filipino life, an opportunity to strengthen family and community ties, and a way to cope with the struggles that come with building a life far from home. The fact that such an attack occurred during what should have been a joyful, unifying event makes it all the more painful and shocking.

The driver of the SUV responsible for this violence is now in police custody, but the circumstances surrounding the incident make it clear that this was no accident. Witnesses report that the vehicle was deliberately driven into a crowd of vulnerable individuals, including seniors and children.

When a tragic event happens, the conversation often shifts quickly to whether the individual responsible had a mental illness, which, while an important aspect of understanding the event, can detract from the broader systemic problems. Mental illness, though common, is frequently used as a narrative that simplifies and detracts from the root causes, which often lie in social, economic, and political systems that perpetuate inequality, neglect, and alienation.

This incident has left the community grappling with the reality of how quickly joy can turn to horror. In this moment of grief, we are reminded that we must unite and support each other, not just as members of the Filipino community but as Canadians who share a common humanity. We call for a swift but comprehensive investigation into the events surrounding this attack to determine accountability and, most importantly, to ensure that such a tragedy never happens again.

We call on the Canadian government to confront systemic failures, such as lack of mental health care, inequality, and stigma that fuel crises. We urge them to implement real structural changes by strengthening community support, ensuring early intervention, and addressing root causes.

We also call on the Canadian government and the Philippine Consulate to provide immediate assistance to those affected by this tragedy, offering the necessary support and resources to help the community through this difficult time.

In the face of this senseless act of violence, we urge all community organizations, faith groups, and individuals to come together in solidarity. ###
